Politicians experience it as the day-to-day minutiae of policymaking, fundraising and interest-group pleasing, but for the public, politics is experienced as a drama. And in any good drama, there has to be a villain.

More pointedly, if you don’t pick a villain in politics, the public may decide that the villain is you.
